Great photo! It is Griffinia espiritensis, a Brasilian species native to the states of Bahia and Esprito Santo! The identity of this species is distinct by the whitish spots on the foliage. Where did you see this bulb - at someone's garden or the bulb has "escaped" to the mountains in Kaoshung?

With my knowledge, i think this is Agapanthus africanus¦Ê¤l½¬. It's original country is South Africa. Height:30 - 80 cm, blooming between summer and winter.
